The scan I used was made by myself, and for those who don't know who the kid is, that's Al or Alphonse as a kid.
The background was vectored completely, the clouds were also vectored, I made them in different layers and brighten them up with the dodge tool.
I made Al a little brighter on the edges with the dodge tool again.
